Abstract


As a municipality Lejre proudly uses buzzwords such as co-creation and citizen involvement. This project report aims to answer the main questions: What potentials and limitations does Lejre municipality have to promote co-creation within the urban regeneration of Hvalsø main street and how does the municipality of Lejre manage to fulfill their vision regarding these aspects? To do so various methods have been chosen, where a case study plays a central role. The theorists used in this study range from Scott Campbell, David Harvey, Malene Freudendal, Annika Agger to Marc Augé. This case study looks into; how, and if, the municipality of Lejre manages to fulfill their vision of working with co-creation and citizen involvement in the town of Hvalsø, when preparing and carrying out the urban regeneration of Hvalsø. By cin the economic aspects, which provides them with a certain power within the planning of the project. By using Scott Campbell’s planning triangle, the different interests and aspects of the planning are analysed to be widely represented in the process. Where the municipality touches all aspects, they are mainly identified to be positioned within the economic aspect of the triangle, sharing this position whoosing a critical realistic approach as framework of this paper, the collaborators aim to create an understanding of how the municipality of Lejre works with the before mentioned terms, as well as considering the local citizens involvement and their knowledge about the project. In addition to the critical realistic approach, the empiric work is carried out with a hermeneutical approach.

To answer the aforementioned question, we have chosen to work within a triangulation of methods, to get a deep and variated insight into the main question. Within this triangulation the case study and document analyses creates a base of knowledge upon which the semi structured interviews, the observation study and the sample study gives an insight. Through these methods, as well as by using a variety of theories, we have been able to identify what kind of planning position Lejre municipality as well as project leader Bjørn Henrichsen has adapted through their work within Hvalsø. The analysis points at Bjørn Henrichsen as a metagovernor whom works within the field of the communicative planning. Furthermore, a fusion of planners is identified as the utility company Fors A/S plays a crucial part within the project, especially withith Fors, while the citizens of Hvalsø are identified to be positioned within the social justice aspect of the triangle. Taking a deeper look into the citizens of Hvalsø, there is a strong indicator that points at the citizen involvement in this case, mainly involves the same circle of already engaged citizens. Where the sample study, that was carried out indicates that people not already engaged in the town and in the project, are not aware of the existence of the urban regeneration project. These different analyses lead to the conclusion that Lejre municipality has a variety of potentials to complete with their vision of co-creation and citizen involvement, but that they do not manage to use this potential to the fullest. With this said it is important to destress that these potentials do not stand by them self, but goes hand in hand with different limitations. Amongst these limitation, the built environment is identified, and this study concludes that it affects the citizens ability to think visionary regarding the urban regeneration of Hvalsø’s mainstreet, and therefore one of the conclusions is that the municipality should be aware of this limitation.
