Abstract

it can be seen that the socio-economic strategies of 2 selected municipalities – Kolding and Silkeborg, are strongest on employment promotion purposes for citizens in vulnerable positions where the success criteria are that the citizen must be and become self-sufficient.
However, the social rights position of citizens is less clear in the documents. Kolding refers to a single place of active citizenship as part of the positive story of what opportunities lie in social economic activity. A citizenship that is transformed from status and rights to be a practice conditional on work and social engagement for the individual. Social policy perspectives and the civic structure of municipal social economic strategies have had an impact on whether and how citizens in vulnerable positions achieve democratic participation and inclusion in local communities through social entrepreneurship and / or social economy.
