Today, there is a broad consensus that public spaces and urban politics should be democratic and inclusive, both in terms of use and influence. However, it can be argued that this does not happen in practice. This paper examines the challenges in such a process, where the municipality in Bodø has opened a ‘Citizen Lab’, which has the function to increase citizen participation and collaborative governance. The paper is based on my internship in Bodø municipality, and therefor is the projects subject. The paper examines the context of collaborative governance and citizen participation, and the challenges of how power unfolds in such processes.
