    En social scientist who was also a member of the European Parliament reports about how the employment guidelines for 2003 were produced, partly influenced by the mid-term evaluation of the EES which was concluded in Dec. 2002, partly conditioned by economic stagnation and growing political unrest in some of the member states. Both a kind of field study report and a policy-process-report.
