An analysis of the attempts at fixing specific signifieds to the signifier "Learning in daycare". 4 different attempts are analyzed, i.e. two Ministries (Education and Social Services), the National Council of Municipalities and The Union of Daycare Pedagogues. Theoretically, Laclau and Mouffes theory of discourse informs the analysis.
