Abstract
This article explores the link between ideas of mobility in European policy-making and the "Europeanization of Europe". A critical approach to policy analysis of mobility related polices is used as an entrance to understanding the role of ideas of mobilities in the ongoing formation of ‘Europe'. It is demonstrated how ideas of mobility appear as an emerging story-line within European transport policy-making. In connecting policy analysis with policy discourses, story-lines and discourse coalitions within the field of European transport policy, the article demonstrates how mobility within the Euro-polity becomes closely connected to policy discourses of e.g. Network Europe, freedom, zero-friction Europe and in particular the promotion of the internal market, thus linking intimately to the European project. From this position, ideas of mobility add to the formation of a unified European territory as well as the more general integration of Europe.
