Abstract
The article aims to show how green NGOs independently of the government are setting up initiatives to facilitate the green transition including composting of food waste. Food waste is an increasing problem in the little city with little place to dump the waste. The NGOs are helping to find solution to that problem through the composting campaign. The government has opened a little door for these NGOs to exert an influence on the green policy. It is a political breakthrough for NGOs in the little city state which otherwise is very restrictive to open door of influence for NGOs.
