Abstract
A significant experimental input to European social policy started in the mid-1980s and gained momentum throughout the 90s. Policies and programmes for innovative social policies were in general aimed at increasing involvement of civil society organizations and active citizenship in the modernization of European welfare states and the European social model. The programmes have had immense impact on the development of social service systems, and today we can se that they were also paving the road for knowledge about the way “governance”, social capital”, “social entrepreneurship” and “social economy” affects the constant formation of a social Europe.
