Abstract

Confidence-building measures are arrangements or acts that exchange information, knowledge, reassurance or goodwill between adversary parties. They do not tackle the root causes of conflict but aim to reduce or eliminate the misunderstanding, tension or hostility which lead to its escalation. The concept originates in the problem of European security during the Cold War, while its contemporary application relates to intra-state, inter-communal, inter-state and regional conflicts.
