Abstract
Scholars have described contemporary policy systems as being influenced by an increase in the number of ‘wicked problems’ (Rittel & Webber, 1973) as subject of a development from government to governance (Peters & Pierre, 1998) and an increase in public management reforms (Hood, 1995; Osborne, 2006; Pollitt & Bouchaert, 2011).
