The European Union is currently re-evaluating its role on the global stage in response to a rapidly changing international landscape. While Russia’s war on Ukraine has brought large-scale conflict back to Europe, instability in the Middle East and the Sahel continues to test the EU’s ability to project security and uphold its values — underscoring that its southern neighbourhood remains a vital, yet sometimes overlooked, pillar of European security. This seminar explores how the EU navigates its role as a geopolitical actor amid rising instability, diminished US engagement, and increasing scrutiny of its policies. As the liberal international order weakens and new global powers gain influence, Europe faces growing pressure to define a coherent external strategy. But at a time when calls for EU strategic autonomy grow louder, the contradictions between rhetoric and action, particularly in response to the war in Gaza, raise critical questions about the credibility of EU foreign policy. Against this backdrop, the seminar examines whether the EU can transform its ambitions into coherent strategy, and what this means for future engagement with its neighbours to the south.
