Widespread adoption and application of information and communication technologies is considered to be the key factor behind boosting competitiveness and further development of the information society. The transition to a knowledge-based economy sets new requirements to every sector of our society, demanding new kinds of skills and networked practices. Changes such as the interactive and distributive characteristics of the Internet, development of mobile communications, growth of knowledge-intensive work, and new organisational forms have contributed to the fact that the kind of skills required of the end-users are much more comprehensive and holistic now than before. A paradigm shift is evident, from a single user's personal computer environment towards an environment in which networked practices, information literacy, knowledge management, on-line collaboration and different converging technologies such as mobile communications are increasingly important. The trend towards end-user access to the vast amounts of networked information now available, have created an awareness of the importance of information literacy.
