The purpose of this project is to highlight the low share of voting partition amongst young people between 18-29 years of age at communal election. The motivation of the research outsources from a general decreasing partition of votes for this exact age group, therefore it is examined how this neglecting representation can threaten the local democracy's legitimacy. Furthermore, the project highlights the problem through an analysis of a specific example of use of insight from behavioural economics, where Silkeborg Community have practiced nudging at the communal election in 2013. The voting percentage in the age group of 18-29 years of age, increased with 12,8% in Silkeborg since the communal election in 2009. Which proves that there is empirical evidence that Silkeborg's use of insights of actual behaviour has possibly enhanced the voting partition in the age group of 18-29 years of age. In conclusion, ethical reflections of nudging are incorporated to uncover possible limitations by use of nudging and evaluate Silkeborg commune's nudges.
