This paper seeks to investigate and understand how a intermunicipality project, concerning the reestablishment of the Harrestrup creek back to a natural watercourse, can affect and have a vital role in solving a regional climate problem which is centered around cloudburst. Through a case study of the intermunicipality cooperation agreement, which involves ten municipalities and their water supplies. This paper further seeks to create an understanding of which areas in the proposed project that are in big chances of flood due to cloudbursts. These areas will be analyzed through computer software which points out certain bluespots. The case study will take a hypothesis deductive approach through theory assumptions around multilevel water governance, that will conclude if the theory assumptions are as necessary to intermunicipality projects as the theory presents. Due to legislation in Denmark, some of the needs that the theory presents, will be a matter of course and not a necessity. Further the established hypothesis falsifies the theory assumption in that amount that the needs in multilevel water governance is not essential, but more a compliance of the needs in a certain degree.
