This research provides an analysis on how the Danish political discourses on benefit tourism are
linked to processes of Europeanisation. Methods of analysis include a quantitative analysis of the
mentioning of benefit tourism in the Danish media, a document analysis that identifies the dominant
Danish political discourses on benefit tourism between 2013 and 2018, as well as case studies of the
processes of Europeanisation. Political statements on benefit tourism can be found in the appendix.
The analyses found that:
• The Danish Members’ of Parliament articulation of benefit tourism either as a constructed or
a major problem in the Danish media and Parliament might have been deliberate in order to
hinder domestic policy change on the social area or to legitimize the need for adaptation to
the impact of the EU (top-down Europeanisation).
• The Danish Members’ of Parliament articulation of benefit tourism as a major problem at the
EU-level might have been deliberate in order to order up-load Danish preferences to the EU
and thus avoid further EU interference on the social area (bottom-up Europeanisation).
Consequently, the thesis concludes that processes of top-down and bottom-up Europeanisation can
be seen as power struggles on the social policy area between Danish MPs and between Denmark and
the EU and that Danish political discourses on benefit tourism function as “weapons” in these power
struggles. In this way, the Danish political discourses on benefit tourism are linked to processes of
Europeanisation by being factors of change both at domestic and EU-level.
The thesis does not aim at generating new theories, but to produce more insights into an area that is
relatively unexplored, namely the connection between discourses and Europeanisation. Thus, the
thesis contributes to the current literature of Europeanisation by identifying cases where domestic
discourses are linked to processes of Europeanisation.
