This project aims to shed light on the domestic political process in the United States, concerning the United Nations Arms Trade Treaty (ATT). The position of the United States appears puzzling as during the first years of drafting of the Arms Trade Treaty, the United States was part of the vocal opposition of the Treaty, suddenly switching perception after the inauguration of President Obama. With the theoretical model of bureaucratic politics model (BPM), this paper examines the political process and the coalition building in American politics in relation to the Arms Trade Treaty, and assesses the factors having an impact on the bureaucratic politics outcome. The bureaucratic politics model is operationalized with process-tracing methods to evaluate the existing causal mechanisms.
