This report emphasises the institutional changes effected by the liberalisation of the maritime transport sector in the Baltic Sea Region after the majority of the countries in the Region became members of the European Union (EU) in May 2004. More distinctively, these processes are examined in three of the new EU countries: Estonia, Latvia and Lithuania, the Baltic States.
