Abstract This paper examines an analysis of the document,”To scenarier – et valg”, which presents two plans of how to relay Svendborg Harbor. The shipping market is changing and the harbor has resulted in deficit for several years. Therefor local politicians wish to relay the harbor so it will profit yet again. The first plan wants to rearrange the harbor completely and phase out all traditional maritime industry in that area. Whereas the other plan wants evolve the traditional maritime industry at the harbor. The maritime city harbor wants to build apartments at the harbor, which should be able to sustain 3000 new citizens. The city wants to base all future revenues on cultural activities and tertiary industry at the harbor. The target is to create 2120 new jobs, make the harbor public, and abolish traditional maritime industry. The industrial harbor wants further development of the traditional maritime industry by extending the wharf capacity for increasing the amount of goods. Originally the city harbor was picked as the future relay of the harbor, but it made a stir among citizens and politicians. Our main method is case study, written by Bent Flyvbjerg, which is inspired by the empirical-inductive method. We are using this method to get a depth in the analysis of the project, and it gives us the opportunity to create singular hypothesizes, generalize them and make them universal. As a part of case study we are using quality method in shape of observation study and interview. We are interviewing Anker Lauritsen, who is deputy-chairman in Foreningen til bevarelse af Svendborg Havn, which is a union against the city harbor. We wanted to make an interview with Anker Lauritsen to clear out facts about the relay of the industrial harbor, which we felt had lack of information compared to the city harbor. Instead he had a third point of view and criticized both plans. Our overall theory is due diligence to estimate the quality of the projects, where we use Project Management as a theory for making an estimate of the plans’ reliability. Project Management gives one guidelines of how to analyze and create a strategy for projects and plans. As a part of PM one should be able to use the calculation methods payback model and Net Present Value and calculate the profit/loss in the process or project. As supplement to Project Management we have used the theory of mobility for analyzing transport and motion within the city and environmental durability in the subject of auto mobility. Social space theory is used for recognizing the making of identity in different physical spaces and as well in interaction within the community. Afterwards SWOT-analysis is carried out for the estimations and results that have been made, to pick out things that could be used in a possible future plan of relaying the harbor. The payback model has shown that instead of 3000 the city harbor will be in need of 7395 new citizens to make a profit. The NPV model has shown that if they intend to rebuild the harbor as wanted with the refund presented in the plan it will result in a deficit on 167 million kr., and to make a profit they will need 9176 new citizens. The analysis also showed that the road network will be overloaded during the implementation period and trafficable problem may occur. It was not possible to make any such calculation by the given information in the future plan of the industrial harbor. In general the document has lack of information of what and how they wanted to create, and no information about the implementation period. In both plans of relay there are a general there are lack of estimates and information such as missing noise measurements and how they are going to create new jobs. An analysis of the plans of relaying Svendborg harbor has shown that none of the plans are workable for future consideration. The calculations that have been made all showed that the given estimates, which are presented in the plans, will give a result of deficit. There are some given elements, which are worth considering for another plan of relaying the harbor, such as miniature cruises, evolving the marina, and making it attractive for both citizens and firms to have residence in Svendborg. Our conclusion is that both plans of relaying the harbor are not able to give the city any profit. But if you take out elements from both plans and combine them, it could probably make synergy between citizens, culture and industry in Svendborg.
