This paper is an internship thesis. It is concerned with the contribution of governance networks and whether this form of governance delivers public value. This is not only done through a literature review of the existing literature on governance networks and public value, but also valuable insights from the internship. The literature review was conducted using a number of procedures. The first step was to identify a number of keywords that combined the two strings of literature. The second step included the search of journal articles using the identified keywords through different databases. In the third step, I refined the keywords after the initial search wasn’t as expected. The fourth and final step relied on the use of the “snowball” method to generate more articles using certain articles as a reference point. The articles were screened through an inductive method where different indications of outcomes and public values were chosen. The references show the result. It is assumed in the literature of governance networks that this kind of governance leads to more positive outcomes compared to other kinds of organization such as hierarchy and market networks, because it is described as more effective and innovative. There are, however, a lack of empirical findings and knowledge to support this claim; moreover, the measuring outcomes of governance networks are highly contested. The empirical literature on governance networks is also characterized by ambiguity, which makes it difficult to draw a clear conclusion on the contribution of governance networks. According to several researchers this is due to the complex nature of governance networks, which are characterized by a rationality of negotiation that makes it impossible to determine in advance what kind of value governance networks create. Therefore, the value creation of governance networks evolves continuously through ongoing negotiation. The lack of empirical knowledge is also, according to the literature, due to the highly varied value creation of governance networks, makes it difficult to measure all relevant criteria. For this reason, researchers have been forced to prioritize what to measure in the value creation of governance networks. Literature suggests that the key issue is whether governance networks contribute to the creation of public value. This assessment criterion overlaps the literature of public value, which claims that public value includes many bottom lines; however, the key issue is determining if the value creation is for the benefit of society as a whole. The literature of public value has also focused on the value creation of governance networks to a certain extent. Similar patterns emerge in that here are several theoretical assumptions, but insufficient empirical research to support it. The theoretical assumption in the literature of public value is that governance networks can create public value, if the actors in the network are able to use each other’s strengths while at the same time reduce or overcome each other’s weaknesses. The creation of public value can also function as a framework for cooperation. At this point, the conclusion from the empirical findings is that the complex nature of governance networks makes it difficult to measure the creation of public value since a lot of trade-offs are made during the process. Further empirical research is required in order to assess whether governance networks contributes to the creation of public value. My internship was conducted in the municipality of Albertslund. The municipality has a vision of becoming a networked organization, which it has yet to accomplish. Since 2013 the municipality has had two groups of networks, the first of which has completed their work whereas the second group is still on going in its processes. It is still too early to jump to conclusions, but there are several indications that suggest the networks in the municipality are creating public value. Overall, the contribution of governance networks are not clear, but there are theoretical implications that suggest governance networks contribute to the creation of public value.
