This paper examines the term ghetto, as used by goverment since 2003. Explorative studies of the social constructed terms labor and housing support the fundamentals of the discussion. It is examined for what reason the concentration of immigrants in a given housing area is related to the stigmatizing word ghetto.The former political leaders of Denmark expressed a normative standard, that Denmark ought to be a society with ”freedom to be different”. At the same time it seems that they tried to articulate an anti-Middle Eastern-culture policy, which is paradoxal. It is therefore claimed, that the former politcal leaders of Denmark were under the influence of a neo-libeal way of thinking, and as with consciousfullnes tries to undermine the danish welfare system. The project makes use of paradigm theory in order to search for new answers in danish policy making concerning city planning and the battle against inequality. The current and former political leaders are compared with the intention to assess if there is a continuity in the Danish paradigm concerning the term ghetto. The methodic progression has been to combine empirical material with sociological theory and match them.
