Studenteropgave: Semesterprojekt

Govermental deployment in peripheral Denmark, the way towards better balance in Denmark This project seeks to uncover to which degree “Bedre balance - statslige arbejdspladser tættere på borgere og virksomheder”, which is a part of the larger policy “Vækst og udvikling i hele Danmark”, strengthens peripheral Denmark and regional equality. To answer this question, “bedre balance” will be explained in depth, and four parameters will be extracted from it for use in the analysis: Social coherence, economic growth, productivity and economic costs. These four parameters, and the theoretical frame, will be used to set up four hypotheses which will be used to answer the analysis. To answer these hypotheses, the project will be using its theoretical frame, comparable experiences from Denmark, Norway and Sweden and quantitative data. Even though the relocation have not been completed yet, which means that the analysis will be hypothetical in nature, the analysis gives reason to believe that there will be minimal positive consequences and considerable costs. The social coherence is not expected to be strengthened, the economical growth does not seem to be considerable, the productivity of the targeted institutions will as a minimum have temporary decline and the economic costs will exceed the budgeted costs of “bedre balance”. These analyses leads to the discussion of the effectivity of “bedre balance”, where the analyses are put up against each other to give an idea of to which degree “bedre balance” reaches its goals and at what cost. With starting point in the analyses it seems that “bedre balance” won’t reach its goals to a considerable degree and at a considerable cost. To conclude on the analysis and the discussion, it “bedre balance” does not target an adequate part of peripheral Denmark, and the parts targeted does not receive adequate benefits from the relocation. On this basis the project assesses that “bedre balance” does not strengthen peripheral Denmark or regional equality to a considerable degree. An idea for further work on the subject could be a broader analysis of the policy “Vækst og udvikling i hele Danmark” which would measure more parameters and give a deeper understanding of the effects on peripheral Denmark
