This paper is based on an investigation on municipalities’ budgets and the influence conducted by the state. In the paper the history of the municipalities and their structure will be examined and their annual procedure of the budget adoption will be described. In that context the newly adopted Budgetloven is analyzed with the purpose of uncovering how the states control with the budgets of the municipalities has tightened over the last years. The theoretical fundament is rational institutionalism and is used to explain why the actors act the way they do. The paper finally concludes that the economic scope of the municipalities has become considerably reduced. However this is due to the municipalities overspend in the years 2000 – 2010 the municipalities must be economically responsible if once again they desire the control of their budgets without the states interferences.
