State-building i Afghanistan

Abstrakt

Opbygningen af et nyt Afghanistan har længe været på dagsordnen for koalitionslandene der opererer i Afghanistan. På trods af planen var, at afghanerne hurtigt selv skulle få bygget en demokratisk stat op igen, efter Taleban var besejret, har dette ikke været tilfældet. Ud fra state-building teori analyseres situationen efter koalitionsstyrkerne har overtaget magten i landet i 2001, og frem til 2004. Det konkluderes at der var to grundlæggende problemer med state-building i Afghanistan, og at disse er årsagen til at opbygningen af landet har været så langsommeligt. Det første problem var at Karzai-regeringen, der blev indsat af FN, ikke bliver anset som værende legitim af befolkningen. Det andet problem var at koalitionen i alt for høj grad har fokuseret på opbygningen af sikkerhedsaspektet, og derigennem har glemt de andre vigtige aspekter af genopbygningen. Building a new Afghanistan has long been on the agenda of the coalition countries operating in Afghanistan. Despite the plan was that the Afghans themselves should soon have built a democratic state again after the Taliban were defeated, this has not been the case. Apart from state-building theory analyzed the situation after coalition forces took over power in the country in 2001 and until 2004. It is concluded that there were two fundamental problems with state-building in Afghanistan and that these are the reason for building the country has been so slow. The first problem was that the population does not regard the Karzai government, which was introduced by the UN, as legitimate. The second problem was that the coalition, in too heavily focusing on building safety, and have forgotten the other important aspects of the reconstruction.
