The objective of this report is to examine the content of the rural reform, included as the first of six points of the continuing peace negotiations between the Colombian government and the military insurgency group FARC, in order to assess its value in terms of justice for the Colombian rural population. To reach that objective, we make use of Ronald Dworkin’s theory on distributive justice in an investigation of whether or not the goals set up in the rural reform are in conformity with Dworkin’s conception of justice. Thus, the circumstances of the rural population are being investigated from the perspectives of the different issues included in the rural reform, in order to then, following the criteria in Dworkin’s theory, estimate whether the rural population can be held accountable for its circumstances. These issues include basic needs, land ownership and agriculture, infrastructural development and institutional development. Methodologically the report is based on document analysis and interviews, with an underlying basis in critical realism. The report reaches the conclusion that the rural population has suffered from circumstances not resulting from its own preferences, but from a structural neglect that can be defined simply as brute luck, according to Dworkin’s theoretical concept. The content of the rural reform is therefore found to be just, as it proposes solutions to some of the core problems in the rural areas, from the perspective of securing equality in the distribution of resources, thereby enabling the rural population to change the course of its own future. However, the implementation of the reform is faced with difficulties. If implementation is to occur, FARC is required by the government to demobilize, which will not happen until the safety of former FARC-members from hostile paramilitary groups is guaranteed. Furthermore, the actual implementation of the initiatives is dependent on a high degree of interpretation, as a great deal of the content consists of vaguely formulated declarations of intentions.
