Abstrakt

The project investigates which barrier there can be identified, in the introducing of performance based pay, for gymnasium headmasters. The theoretical basis of the study is the principal-agent theory and the transaction cost theory. Both theories put forward certain conditions that have to be fulfilled, before a contract is effective, and a number of barriers that can counteract the effectiveness of a contract. The analysis takes its starting point in these barriers, and checks it up on the empery used in the project. This consists of nine concrete contracts, from various gymnasiums. Finally the analysis is discussed in an overall perspective, with involvement of interviews with two headmasters, the Headmaster Association and the responsible for the area, in the Ministry of Education. Thereby the identified barriers are being contextualized in relation to the involved players, and there evaluation is given. The understanding frame in the project, is New Public Management, under here a number of new governance structures, including performance based pay.
