The project report analyzes the regulation of nanomterials in the EU, using nano copper as a case. The report contains both a literature review and an experimental section. Literature reviews have been made of the regulation of nanomaterials in the EU and on the toxicology of nano copper. The experimental section describes the chemical synthesis of copper nanoparticles and subsequent COMET assay on skin cells of carp. The conclusion of the literature review on regulation of nanomaterials in the EU is that regulation and risk assessment of nanoparticles follows the same model as risk assessment and regulation of other chemicals even though some nanomaterials are known to have diverging modes of interaction with other substances (including biological). Nanomaterials are not considered as a whole and modifications from bulk substances will be made on a case-by-case basis. Both for historical reasons and because of the important role nanotechnologies are expected to play in the future in the EU are of import in the choice of that model. In the report it is shown that nanocopper brings about a significant genotoxic effect from koncentrations in the lower hundreds of micrograms per liter. The toxic mechanisms of nanocopper are not the same as for other forms of copper. It is concluded that a seperate risk assessment must be made for nanocopper. The synthesis of nanocopper was in a liquid system using ascorbic acid as reductant. The particles were kept in suspension in deionized water and analyzed by Uv/Vis spectroscopy and AAS. The particles were oxidized on their surface upon short exposure to air. Based on results from the litterature and this study differences in toxic mechanisms can be expected between different types of nanoparticles. Thus multiple risk assessments may be necessary for different types of copper nanoparticles.
