English abstract In this report we investigate the social housing sector in Copenhagen and the dilemmas within the sector concerning the sectors ability to provide inexpensive housing and a mixed composition of residents. We approach the dilemma by using Frank W. Geels’ (Socio technincal systems) and Bruno Latour’s (Actor-Network-Theory) theories to shed light on the possibilities of change in the social housing sector. We conclude that the way the sector is organized and governed contributes to a further societal segregation and increases the scope of the dilemma. The sectors response to many of its dilemmas is to attract more resourceful residents and we conclude that this simplified approach does not necessarily contribute to resolving the dilemmas. The report points towards more cooperation, a deeper understanding of the relations between the dilemmas internally in the sector as well as in the society as a whole, an appreciation of the inertia within the sector, concrete experiments with different solutions, and a readiness to engage and seek influence when the opportunity arises by the network that maintains the social housing sector in Copenhagen as possible ways of contributing to a potential change in the sector.
