Om at arbejde innovativt i Københavns Kommunes forvaltninger - et casestudie om muligheder og begrænsninger

This paper is a case study that examines the possibilities and limitations for innovation in the different administrations in the Copenhagen municipality. To understand this, we have teamed up with Innovationshuset, who offers a skill development course in innovation for project managers who are employed by Copenhagen municipality. We have interviewed six course participants who have all completed the skill development course. Further, we have interviewed the manager of two of the aforementioned course participants. The informants represent three of the seven administrations in Copenhagen municipality. Moreover, we have used Leon Lerborgs theory about Governanceparadigms to investigate which paradigms the administrations in Copenhagen municipality is ruled by, Jensens theory about principles for innovations in the public sector and Catharina Kristensens and Søren Voxteds theory about employee-driven innovation.

In the analysis we will seek to identify which governancepargadigm the course participants are ruled by and the consequences of said paradigms. Secondly, we will try to identify how employee-driven innovation acts as a possibility for the course participants. Thirdly, we will seek to understand which limitations the course participants face in their daily worklife in the different administrations in the municipality. To finalize our analysis, we will discuss if any of the found possibilities and limitations are a result of the governanceparadigms.

We have found that the main governanceparadigms in the administration are the bureaucratic one, but there are elements of both the humanistic- and NPM-contract paradigm as well. Furthermore, we found that the humanistic paradigm is the one that creates the most possibilities to innovate. We also concluded that the course participants meet some of the limitations from the theory and that some of them are direct result of the bureaucratic paradigm that is present in the administrations.
