Abstract in English This study examines, how the public authorities can utilize the management techniques, which were used by the authorities, in the context of making agreements with the Freetown Christiania in the 1990’s, in a socially deprived residential area in Inner Nørrebro, Copenhagen today. Specifically, how can they utilize the process of making agreements as a management technique in and of itself? The focus is on examining how usable this management tool is today, by examining if the conditions for their successful use in the 1990’s are present in modern day Inner Nørrebro. In the end we conclude, that there are a lot of barriers present for the use of these tools, chief amongst these are the fact that the local inhabitants are too fragmented as a group to be capable of collective action, and that they lack some of the basic capacities in terms of being able to participate in political government. The authorities can correct some of these shortcomings via the use of certain special actions.
