Abstrakt

The purpose of this study revolves around the consequences set forward by the innovation agenda Ny virkelighed – Ny velfærd for leaders in the municipality of Odense and the Department of Culture and Urban Development in relation to the managerial paradigms’ development and whether the leaders are able to lead innovation. In doing so we first examine the development of managerial paradigms including the bureaucratic paradigm, New Public Management and New Public Governance in the municipal and the Depart-ment of Culture and Urban Development. Afterwards the focus is put upon the conse-quences of leadership and to which extent it is possible for the leaders to lead innovation. We conducted an analysis of documents that centers around Ny virkelighed – Ny velfærd and interviews with leaders within the Department of Culture and Urban Development. Finally it is concluded that it is possible for the leaders to lead innovation in Department of Culture and Urban Development but it is more difficult for its employees to convert.
