This thesis examines the challenges associated with governance networks formed in purely municipal level. This is based on a interdisciplinary management team(L-team) established by the executive board and politicians of Gribskov Municipality. The L-team is composed with the objective to improve youth activities in the municipality. As the investigation is directed at a particular network, it has been necessary to create our own data. The empirical data is based on four interviews with management team members. Methodically we perceive the problem through an illustrative case study, which aims to show the challenges that may be associated with managing networks that are formed in pure municipalities. On the basis of this study it can be concluded that the challenges mainly has arisen because the management team is subject to a degree of vertical control. At the same time it must be added that the management network is not derived directly on the basis of voluntary participation. The lack of vol-untary participation causes problems in relation to mutual dependence, which is es-sential to a management network.
