This thesis deals with a testing of GIS-based Multi-Criteria Decision Analysis (GIS-MCDA) as a decision tool for the location of coastal protection in Lolland Municipality. Large parts of the municipality of Lolland are located below sea level, which makes it more exposed to sea floods - especially in connection to the climate changes, which causes more intense weather conditions. This may affect local conditions in the municipality and particularly the major industries such as the agriculture and the tourism. It is the interests of these businesses that the method testing will involve. Therefore, the present thesis deals with the GIS-MCDA analysing tool, as an additional tool for the conventional cost-benefit analysis, in order to analyse the decision problem based on non-monetary values. GIS-MCDA, on the other hand, builds on the decision maker's subjective preferences (soft values) of different criterias, which are generally difficult to assign a monetary value. The decision making in the planning area is often complex and contains many dimensions and actors. However, GIS-MCDA has the advantage of incorporating different perspectives and scales into one analysis and thereby establishing a connection between them and at the same level. In this way it is possible to create a holistic planning and collaborate to get to the best possible decision.
In this case, the analysis is conducted as a test of GIS-MCDA whereby the output does not rely on real priorities from stakeholders, but on random, designated values. Therefore, the aim of the thesis is not to find a definite result, but to test whether it is possible to include soft values in the decision-making processes, e.g. in municipal planning.
