In this project the cultural policy in the Femern Belt Region has been analysed. The main theorists are Fairclough, Foucault, Elder-Vass, Laclau and Mouffe, with support from governancetheory (governance-networks, metagovernance and culture governance). The project is written from a philosophy of science perspective created from a syntethis between critical realism and constructivism, thus the goal is to research into the intransitive causal mechanisms that works in the transitive constructed actuality. The analysis is a case-study of the organisation KulturLINK, which is an organisation implementing cultural development in the Femern Belt Region. The analysis begins with a discourse analysis of the political entrant’s understanding of the term culture, hereafter metagovernance is analysed, which is the political frame for KulturLINK and lastly how KulturLINK attempts to implement its purpose. Generally seen we conclude that KulturLINK is the target of a multiplicity of governance methods, which all work under a hegemonic understanding of culture. There also seems to be a hegemonic governance mentality (governmentality). In continuation of the analysis some crucial debates about decisive problems within the hegemonic discourse, ethical problems in culture governance and democratic problems in the governance, which are not reflected upon or discussed by the entrants themselves.
