The project report is based on the cash benefit reform which came into effect 1/1 2014. The project group draws inspiration from a social science theory method; more specifically Berger and Luckmann’s sociology of knowledge. The analysis seeks to capture the efficiency of the reform in three levels of society: macro, meso and micro-levels. The conclusion is that of a historical labour norm is internalized on multiple levels of society and currently used as part of an economic management of incentives, in the area of employment. Our empirical data suggests, that the reform contributes with some improved tools (Mentoring and faster guidance/follow-up), but that the economic incentives (reduced benefits) do not uniquely lead to improved motivation towards employment for the recipients of cash benefit.
