Abstrakt

The chapter engages with labour and development by identifying solutions and obstacles to job creation as represented by the Government of Rwanda. The Made in Rwanda policy and National Employment Programme is analysed through a neoliberal framework. The chapter concludes that the growth of the private sector and sectoral change is proposed as solutions, and shows how the policies are linked to a neoliberal framework. Furthermore, the chapter illuminates challenges to the solutions proposed by the Government of Rwanda. It finds that free trade can harm infant industries in developing countries and that the world capitalist system generates an unequal distribution.
