Abstract Illegal fishing is a problem that increases when there is a lack of legitimacy between fishermen and authority. With a system that is financially unable to control the fishing fleet a need for alternative solutions are required. The uncertainties associated with the biological advice on the area means that there is a need to create a new system that can help assist the biological advice in becoming more accurate. Since this area deals with uncertainties a system that includes the fishermen in the process, due to their practical experience with fishing, is an approach to reach this goal. Furthermore, a system based on the inclusion of fishermen, and rewards for helping benefit the system is found to have a greater effect than one of penalties in the form of fines.
