This project revolves around the implementation of 4. Generation district heating, in the mu-nicipality of Albertslund. The municipality of Albertslund works with visions of reducing their CO2 emissions in the electricity- and heating systems. Currently, the reduction of CO2 in the district heating system is done by lowering the flow temperature, from 70 degrees to a new standard of 50-60 degrees. The reason behind this conversion, is based on a system which is more energy efficient. Such a conversion requires comprehensive planning, which includes several actors, hereby Albertslund Municipality, Albertslund Forsyning, which is the heath dis-tributor and VEKS, the transmission company.
By looking at the circumstances of the implementation of 4. Generation in Albertslund, the main purpose of this project is to identify the possibilities and barriers in the transition, and investigate whether the experience from Albertslund can be used elsewhere in the Danish dis-trict heating sector.
Methodically, the project will use a case study approach. This includes making interviews with the involved actors in the transition of Albertslund. Beyond this, there is also a methodically focus on analyzing the documents, used in the project.
There has been a theoretical focus on understanding the relations between the involved ac-tors. This includes using the perspective of Multi-Level-Governance and Frank W. Geels, un-derstanding of socio-technical systems, to get a comprehend of the actors’ roles in these sys-tems.
The result of this project points to the fact, that this transition has a lot of valuable lessons, that can be involved in similar projects of reducing the temperature in district heating. The most important conclusions are the focus on how to fund the implementation, including how much the municipality is going to include the citizens in the process. The reasoning for this is founded in the national regulation on district heating, that ensure that the distributor compa-nies cannot gain profit or loss.
