This project should be seen as a preliminary study for the bachelor project next semester. Therefore the project can be characterized as a pilot-project where we will reflect upon how to address the following problems: How civil servants from two different administrative cultures (the Danish and the German) interacts in the development of Fehmarn Belt-Region. Our interest lies within the potential clash and consequences, which might follow from two different administrative cultures in the development and governance of a cross-border cooperation. How is the cooperation organized and which problems may occur in the foundation of a common understanding of public governance. We find it interesting to investigate both the civil servants self-perception of their own role and function in the INTERREG-administration, and their perception of their colleagues across the Fehmarn Belt. Our interest is how these perceptions influence the way the governance is executed.
