The paper deals with the intervention in Libya as well as the lack thereof in Syria, and what the
reason for such may have been. As the cases are seemingly so similar it is, to some, a puzzle as to
why there has not been any interventionist action towards Syria and President al-Assad. Through
constructivist theory, as understood by Alexander Wendt and Nicholas Onuf combined with various
literature in an effort to establish a background of information, this paper investigates what factors
may have had an effect on the decision to – or not to – intervene. Russia’s close relationship with
Syria is considered a factor, however Russia also had ties with Libya prior to the intervention. The
paper in the end concludes that depending on how one would research the particular issue different
reasons might be found, however the main reason found in this paper is the close proximity in time
between the two cases, as well as a disliking towards interventionist behavior from Russia and
China. Alongside this the long-lasting close relations between Russia and Syria further the P5
member away from letting an intervention happen.
