This report revolves around the transition of the Danish heating sector and the involved political institutions, more specific the relations between local municipalities and the Danish national government. In a Danish context, the local municipalities are responsible for the planning of the heating sector, but regulated by the national government. The Danish government aims to reach the energy policy goals of a 100 % fossil free energy system by 2050. The report assumes a conflict in the interaction with the municipalities and the government, to reach the goals as mentioned before.
The report will consider the interaction between the local planning and the governmental regulation, and how this relationship can be improved. In the endeavors of a better understanding of the interaction, a case study will be used. The main unit in the case study will be the Danish municipality – Roskilde Kommune. The reason behind this decision is based on the municipality’s dedicated work with Strategic Energy Planning.
To examine the proposed conflict, several methods will be used. The case study will be used as previously metioned. The method will be used, to create a representative understanding of the conflict in the context of Roskilde Kommune. In relation to that, interviews will be used to collect information on the case study. Furthermore, the method of document analysis will be used to create in depth understanding of the Danish energy system as well as the relevant operators.
The theory of Multi-Level-Governance will be the main theory to analyze the attained knowledge. The theory gives the tools to understand the relationship between the involved operators.
The report concludes that the lack of communication, between the various levels of political institutions, is challenging the course of transition, in the Danish energy system. The proposed solution to this problem, is an organization that, links the municipality and the government together, in a joint direction for the energy system.
