Public service is a disputed term. In the public debate it will often be pointed to as an ideal. As content serving the common good. However it rarely explicified what specific values, ideals or political goals there are being referred to with the term public service. The aim of this thesis has been to indetify the implicit understandings of the term.
On the basis of systematic examination of 84 articles in two major Danish newspaper, as well as references to policy documents and scientific literature on the subject, I argue that there can be identified six prominent positions or conceptions of the term public service in the Danish public debate on the public Danish broadcaster, Danmarks Radio. Three of the conceptions are different positions related to the idea that public service media should help to keep citizens informed and capable of ‘acting’ in democratic society. I also argue that there are three different positions in the understanding of the role public service media plays in cultural society.
Finally I argue that there have been to significant developments in the general conceptions of the role of public service media. One is that the societal role of public service media is increasingly understood in relation to globalization, that is often articulated as a threat. The other is that the conceptions of the political goals that can be pursued through public service have become increasingly defensive and conservative.
