Abstract By 2017 all public primary and lower secondary schools in Denmark had to choose a digital learning platform (Læringsplatform). The learning platform is a digital system to be used by students, parents, teachers and school management, and it is designed to help teachers in the work with students’ learning processes.
The aim of this thesis is to examine the implementation process of the learning platform in primary and lower secondary school and explore which communicative challenges occur in the process. This thesis focuses on change communication and implementation of IT systems. The thesis is based on a case study of a municipal primary and lower secondary school com-prised by in-depth interviews with a consultant from the school administration in the munici-pality, a school principal and teachers.
This study shows that the implementation process is top-down planned by the municipality’s education management and the school management and at the same time the process is emer-gent do to the teachers’ actions and daily adjustments. Furthermore, the study shows that us-ing a management strategy which involves employees in the implementation process has an positive influence on how the school management and the teachers experience the change because it gives them ownership of the change. The results also show that factors such as change fatigue makes the teachers critical of the top-down controlled changes made by the Ministry of Education, which is why new change projects such as the learning platform is not taken seriously. Another factor is, that the Minister for Education’s lack of support makes the teachers oppose the change. Regarding communication the study finds that face-to-face-communication creates security and trust because it makes the management visible. Secondly, the study shows a challenge with bottom-up communication when teachers are not informed as to what happens to their feedback on the system. And thirdly, if a sense of urgency and positive vision about the rea-son for the change is not communicated, employees still find meaning in the change based partly on the top-down communication where each leader translate how the platform is rele-vant to the receivers and partly when the teachers find meaning in the use of the platform retrospectively.
