Studenteropgave: Semesterprojekt

Abstract This projects sets out to investigate the debate surrounding the official poverty line, it being first, by the at the time sitting government (SRSF) in 2013, implemented, only to be removed by the incumbent government in 2015 (V). The nature of such two conflicting actions must be substantiated in a fundamental disagreement on how to deal with poverty. Originated in two political representative’s the projects purpose is to investigate in what case, and in which manner, the two representative’s poverty discourses is readable in their parties’ ideological origin. The empirical foundation is a political council held the 29-10-15, a council being held after questions asked by Pernille Rosenkrantz-Theil, Socialdemokratiet, directly to the Minister of Social- and Interior Affairs, Karen Ellemann (V).The projects analysis must therefore be seen in the context of the political council, and consequently thereby have a limited generalizability. The methodical and theoretical approach is founded in Fairclouhgs critical discourse analysis. The first part of the analysis is based upon the order of discourse poverty. The different articulations of the order of discourse poverty will then be explained in the second part of the analysis in relation to representative’s articulation of the concepts liberty, equality and solidarity. The project concludes that Pernille Rosenkrantz-Theil articulates the discourse type Economical poverty and Karen Ellemann articulates the discourse type Social poverty. Furthermore the project concludes that the different discourse types being articulated under the concepts of equality, liberty and solidarity, which explains the different understandings of poverty in the two poverty discourses. This project partially conclude that the ideological beliefs of the parties influence the governed policy. Rosenkrantz-Theil leans towards the socialdemocratic ideology, whilst Karen Ellemann is wavering between the socialistic and liberalistic ideologies. A conclusion towards the ideological influence on the political environment reaches beyond this projects capability, but would be interesting in regards to future scientific work. Lastly it is concluded, that the way the order of discourse poverty is articulated, and how there is acted in the social practice, can be in a dialectic relation. This linkage can e.g. be seen in the official poverty line.
