The following project aims to examine EU as an international actor. This is in relation to EU’s external conduct towards its neighbouring countries. The examination is based upon a case study of the Eastern Partnership (EP) document. This document is a policy developed between EU and its Eastern neighbouring countries. The policies ambition is to strengthen the cooperation between its partners. Additionally the projects examination is based upon critical realism. This approach im-plies that the document is taken down to the empirical domain. The analysis is achieved through a twin document analysis, in order to identify EP’s underlying causal structures and mechanisms. Through this examination the document is taken down to the deep domain and can be used to examine how EU acts as an international actor, in relation to the EP. In the first part of the docu-ment analysis EU as a normative power is analysed, through Ian Manners theory about normative power and his six norm diffusion factors. In the document analysis second part, there is an analysis of EP as a result of path dependency, which stems from the earlier enlargement policy, analysed through historical institutionalism and neofunctionalism. Finally the document analysis is complet-ed with a third chapter, where the conflict between EU as a normative power and EU’s actual poli-cy, as a product of path dependency, is discussed and put into perspective, in relation to EU as an international actor. On the basis of this examination it is concluded, that the EP can describe the tendencies that are applicable for EU in its role as an international actor. In the long-term this can result in a weakening of EU as a normative power in international politics.
