From next school year governmental regulations require more focus on the EU in primary school curriculum. At technical schools and other educational establishments within trade and business they have taught EU for years. Research and anecdotal evidence imply that teachers face difficulties in teaching the EU part of the curriculum. The teachers express concern about the lack of available teaching resources. At the same time research shows a disturbing picture of a youth with no interest or knowledge about the EU. In this thesis we investigate how to overcome the obstacles connected to teaching resources about the EU. By applying a dialogical approach to communication, we show that it is possible to plan, process and evaluate an effective teaching resource to students in primary schools, technical schools and other educational establishments within trade and business. We develop a range of principles on how to communicate dialogically with the target group through a facilitator. These principles are based on our theoretical assumptions, which are provided by Niklas Luhmann’s system theory and the mandates about campaigning communicatively by Brenda Dervin. These notions create an advisory and explanatory base for the development and testing of our case and product “EU – get started” (in Danish: “EU – kom godt i gang”). We test the product at six schools, seven teachers, nine classes and 147 students. The test is designed and documented by four various methods. On these grounds we discuss the success of “EU – get started”, which enables the discussion and evaluation of the validity and reliability of the principles. Therefor we identify ten principles that point out how to plan, process and evaluate dialogic communication. The main points are as follows: Firstly one needs a clear aim and identification of a target system. When this is identified one should analyze whether it is possible to carry out communication in the selected system. If it is possible, one has to access a facilitator, and analyze this person’s qualification for facilitating dialogic communication in the target group. Then the communication strategy can be designed and carried out. The communication should be based on relevant information that makes it possible for the participants to construct meaning and contribute to the progress of supplying new messages. Finally it is important to ensure feedback through an evaluation of the effect, process and ethics.
