Based on an exploratory approach to the problem of the project, it examines Roskilde municipality planning challenges associated with converting the local area Himmelev from individual natural gas to district heating. Through qualitative interview, that sheds light on the municipal and local supply-enterprises rationalities, and an understanding of management networks and meta-management through interdependence theory. It is concluded that the players self-interest maximizing rationales, economical as well as political and the state control of heat supply projects through the socio economic calculation, results in that the Himmelev project in its original form is not implemented. A number of options for a future more flexible planning is assessed through both local and national initiatives.
