Et systemteoretisk perspektiv på den nationale trivselsmåling - Mellem et politisk og et pædagogisk system

The aim of this study is to investigate a novel initiative for well-being in the primary school. Concretely we will focus on the compulsory survey of well-being in the primary school, implemented as a consequence of the reform of the Danish school system in 2013. The reform of the school system was initiated partly due to a massive political criticism of the academic level of the students, mainly on the basis of the results of the IEA- and the PISA investigations during the 1990’s. On this background one of the essential steps of the reform is to increase the academic level of the students. Furthermore it emphasises the enhancing of the well-being of students, based on the assumption that learning ability is on the premise of good well-being. Therefore the reform of the Danish school system has resulted in a target aimed education practice with focus on measurable academic skills. The objective is to prepare students for further studies and for the labour market. Thus, additional rationales behind this turnaround of the school system, is economic growth and the competitive performance of the state in the global market. The novel survey of well-being is a part of this agenda as it is implemented from the political system due to the cause of economic growth. The survey can therefore be considered as a political initiative attempted to be implemented in a pedagogic organisational culture. As a possible consequence, this can result in communicative collisions between the two systems. Using a system theoretical approach, as defined by Niklas Luhmann, we study the conflicts which may occur at the area of tension between these systems. Although the two systems mainly share the same perception of well-being, we observe a clash between the logic of evidence-based approaches, commonly used by the political system, and a more qualitative and contextual dialogue-based logic which is a widespread tradition in the school’s organisational culture. Thus, the paper concludes that the survey of well-being does not influence how teacher and school administration observe their space for action with regards to promoting well-being and health in the primary school. In the long term, however, there is a possibility that the survey of well-being will achieve a bigger influence in the organisational culture due to an adjustment of logic.
