This study revolves around the decision-making process of The Folkeskolere-form. This is due to the fact that there has been some noticeable factors about the decision-making process of the reform. The study investigates the background of the reform, and the way in which relevant stakeholders have been involved, and finally whether this may have had an influence on the im-plementation process. Geert Pollitt and Christopher Bouckaert’s model of public administrative reform is used as an analytical framework for the project, in which Paul Sabatier and Daniel Mazmanian’s five conditions of an effective im-plementation process is involved, in order to understand which conditions have been achieved, and how the conditions which haven’t been achieved, might have affected the amount of public value, which the reform has received. This is examined through Mark Moore’s strategic triangle, in which especially the term public value is of great importance. Furthermore, the theory of New Public Ma-nagement has been incorporated in order to understand the new management strategy, which was introduced by The Folkeskolereform, as this differs from New Public Management in several ways, though they still share certain simila-rities. The project finally concludes that the involvement of stakeholders, did not live up to the expectations, since none of their criticisms were included in the final reform. This has also had an impact on the reform’s level of public va-lue, because of the fact that it is extremely difficult to generate a high level of public value, when key stakeholders haven’t been supportive of a reform. Lastly it is concluded that the results of this study can be generalized to similar cases, which face the same issues.
