This paper will examine how the establishment of a controversial building has an impact on the urban space it is placed within. The impact of a controversial building is of interest hence it is characterized as an element that stands out from the norm in the surroundings, which often results in an intense debate of the planning process. In order to identify a public debate that is originated on the basis of a controversial building, an example thereof has been chosen. The example has the form of a case study of a supervised injection site on Halmtorvet in Indre Vesterbro. In the wake of the urban renewal of Indre Vesterbro the composition of residents in the area underwent a significant transformation. It is therefore relevant to examine how the urban renewal affected the urban area and therefore also the life of the people who live there and the users of the urban areas. The majority of the new residents didn’t show as much respect to the already existing group of citizens, which includes the drug users, as the former residents in that part of the city. Examples of NIMBYism will be presented in form of relevant cases as the “no-take zones” and “Plads til Alle”. The urban space surrounding the supervised injection site has been examined through own observational studies, questionnaires and document analysis, in order to provide insight of the supervised injection site’s impact on the urban space. The focus of the analysis has been to gain an understanding of the division of the right to the city and the right to create it. The inclusive perspective of the understanding of these two rights in this paper grounds in the theoretical base provided by Henri Lefebvre and David Harvey. Furthermore, the citizenship and the related rights hereof, described by Thomas H. Marshall to be for all to have, is questioned by the practically presence for drug users to reach. The study of this duality will contain an analysis of the significance of social justice, introduced by Susan Fainstein, during the debate on the drug problem in Indre Vesterbro and the establishment of the supervised injection site. The public debate concerning the drug problem in Indre Vesterbro did mainly flourish through letters from readers, in which different players express their opinion on the subject, why document analysis has been the primary method of use in this part of the analysis. In addition, the insight into what group of citizens consistently has come to speak is of interest, as is the knowledge of the reason therefore. In conclusion, every urban space will be significantly affected when a controversial building is established in it. Furthermore, a fight for the right to the city will occur, as the opportunity to participate in the decision making is desirable for the majority of the affected parties.
