ABSTRACT The European Union is in a state of crisis. The financial solidity has been threatened and the entire economical foundation questioned. In this situation arose a pressure on the policy process of the union. This paper is a survey of the current development of democracy in The European Union. It is based on a reflection of two dimensions: one that concerns fundamental principles of democracy and one that concerns a historical perspective. The social background – characteristics of the people on which the democracy of the union is based – plays a key role in the reading of the matter. The analysis reveals major challenges. It seems that the representative democracy has reached its limits facing the size and complexity of the European Union and that institutions in the respective homelands - though meeting their duties - when it comes to unfolding of fundamental political innovation have limited options due to obligations and conditions set by membership of The European Union. When speed and influence of global processes meet the political construction from the outside the level of democracy decreases. A new democratic understanding – monitory democracy – is introduced.
